A new obligation for high security seals which is an international standard that specifies the minimum and acceptable physical strength parameters for high security bolt seals that can be used on marine containers. It requires values that must be met to be a compliant. There are tests that simulate a method of attack. In attaining or exceeding ISO 17712’s strength requirements, the bolt seals will be regarded as compliant and can be used on marine containers.

The United States Customs and Border Protection (USCBP) set up a requirement on October 15, 2008. This requires that a high security bolt seal be applied to ocean containers and trailers entering the United States. It is set out in the ISO/PAS 17712 2006 Mechanical Seals standards, which specifies that high security bolt seals must comply. Security seals have three categories, indicative seal, security seal and high security seals.  The high security bolt seal is classified as a High Security Seal as it has passed the tests to ensure that is very hard to tamper with (in most cases it must be destroyed for the container, trailer, or rail car to be entered).

The U.S. Customs and Border Protection as well as the Customs-Trade Partnership Against Terrorism mandated that all containers, truck trailers, and rail cars entering the United States must use high security bolt seals that comply under ISO/PAS 17712 criteria by an ISO/PAS 17025 accredited and certified laboratory.

Some security seal manufacturers have self-locking bolt seals for containers and also supply the bolt cutter which is needed to remove the high security bolt seal. The bolt seals can be plain steel or can come with the plastic covered head with various colors for easy accountability. Stock locks are printed and numbered but custom seals are available with 4 to 6 week lead times.
